Roy W. Deppa, P.E., Principal

Roy is a registered Professional Engineer in the State of Maryland having graduated from the University of Maryland in Mechanical Engineering in 1971. 


From 1971 to 1978, he worked on the use of advanced composite materials in high performance ships at the Naval Ship R & D Center, including a three-year detail as a project manager for the Naval Ship Systems Command. 


During his career at the U.S. Consumer Product Safety Commission (CPSC) from 1978 to 2005, Roy was a Mechanical Engineer and Program Manager on a wide range of product evaluations, including Lawn Mowers, Asbestos Products, Indoor Air Pollution, Upholstered Furniture, Outdoor Powered Equipment, and Recreational Products and Vehicles. Many of the projects resulted in new or revised voluntary standards under the auspices of ANSI, ASTM, UL, and ASME. 


As Chief Engineer of the CPSC's ATV Task Force, he was responsible for all the testing and evaluation of three- and four-wheeled ATVs, including the development of the ANSI voluntary standard. 


In 1989-90, he was a Commerce Science and Technology Fellow, serving as Legislative Assistant to NY Senator Alfonse D’Amato, where he had input to Defense Appropriations, Transportation Appropriations, and other technology-based matters of national importance. 


As Acting Director of the CPSC's Division of Mechanical Engineering in the Directorate for Engineering Sciences, he was responsible for the day-to-day supervision of engineering staff working on wide range of regulatory development, voluntary standards, and compliance activities.


Roy retired from CPSC as an Associate Director in the Office of Compliance, where he supervised a team of Compliance Officers responsible for implementing recalls, enforcing regulations, and conducting investigations of product defects for petroleum fueled products, electrical products, consumer fireworks, cigarette lighters, and recreational products.


As a principal at Marchica & Deppa, LLC (M&D) from 2005-2019, Roy provided product safety consulting services to manufacturers, importers, distributors, and retailers, as well as to trade associations and law firms. Additionally, M&D served as consultants and expert witnesses in litigation, focusing primarily on the procedures, processes, and practices of the U.S. Consumer Product Safety Commission.

Volunteer Outreach

International Consumer Product Safety & Health Organization (ICPHSO) Participation

PSA supports the activities of the International Consumer Product Health and Safety Organization (ICPHSO) and its international outreach to enhance product safety. In 2017, Roy organized a tutorial roundtable to address the role of retailers in setting voluntary standards: "How Much are Non-Manufacturers Responsible for Trying to Reduce the Risk of Products They Sell?" In 2018, Roy co-moderated a tutorial on the relationships between manufacturers and retailers on certification: "How to Make Retailers Happy -- So Many Programs, So Much Documentation."  For 2020, he moderates a panel of safety veterans in a roundtable discussion that  looks back at successful procedures of CPSC, with an eye to where the agency might go in the future: "CPSC in the Rearview Mirror: Experiences of CPSC Veterans on What Worked Best about Section 15".  Please see the ICPHSO website for more information on this important and useful organization.
